Anonymous activity has been prevalent at Minnesota State University - Mankato for over a decade with the rise of social media.
In March 2020, Federal Bureau of Investigation Special Agent Patrick Rielly from the Minnesota Division charged Jeffrey Colin Purdy in the United States District Court for anonymous reports.
With the rise of Social Media, the ability for individuals to make anonymous messages, posts, or display pictures had greatly increased. The Student Population at Minnesota State University - Mankato has been actively engaging in these anonymous social media applications, groups, and boards.
Many students, teachers or organizations at the University would find their names on these social media platforms. Individuals like Jeffrey Colin Purdy and Rachel Ann Hoehn, who were also community advisors and interacted with a large number of new students would also be present.
In the Spring of 2015, Jeffrey Colin Purdy had informed Rachel Ann Hoehn he did not like her when talking with her, and Rachel Ann Hoehn was emotionally hurt and began hating Jeffrey Colin Purdy. This event initiated the so-called "fight" between Jeffrey Colin Purdy and Rachel Ann Hoehn, and this event made it across these anonymous social media platforms.
Coupled with the anonymous activity, Rachel Ann Hoehn would also not talk in person with Jeffrey Colin Purdy. Rachel Ann Hoehn resorted to trying to communicate with Jeffrey Colin Purdy through third parties, often times a third party who would try and add to the issue between them both. One of the third parties being an Iranian named Amin Jazaladeh.
Eventually, Anonymous Reports began being submitted regarding both Jeffrey Colin Purdy and Rachel Ann Hoehn. The Anonymous Reports regarding Rachel Ann Hoehn were threatening, while the anonymous reports regarding Jeffrey Colin Purdy were attempting to degrade Jeffrey Colin Purdy's character and personality.
As anonymous reports regarding Jeffrey Colin Purdy and Rachel Ann Hoehn began filing in, the University did not provide Jeffrey Colin Purdy about the anonymous reports regarding him. Instead, the University only provided Rachel Ann Hoehn about the anonymous reports. Similarly, as anonymous reports began being submitted, the University did not properly investigate. The lack of properly investigating the issue appears to stem from a personal request of Rachel Ann Hoehn.
However, in August/September 2017 the University received an anonymous report threatening Rachel Ann Hoehn, and the University involved Mankato Department of Public Safety. Eventually, Patrol Officer / Campus Liaison Stephanie Wilkins became involved.
The University, and Mankato DPS concealing that prior to a threat toward Rachel being submitted, a series of Anonymous Reports attempting to degrade Purdy's character with also untrue information had been submitted to the University. The University or Mankato DPS never questioning Purdy nor investigating degrading information in the report, as the University and Mankato DPS knew the information was not true.
